Licensed forex bureaus in Ethiopia: the full list
Since September 2024 you can change cash at an independent, non-bank forex bureau as well as at a bank. The National Bank of Ethiopia's register lists 15 of them. Here is every one, with its licence and phone number, and the rules on what a bureau can exchange and how much.

The first licences were issued in September and October 2024, and the register shows two more in 2026 - Grace General in February and Walia in May. The bureaus are an established part of the system: in June 2026 the UNDP noted the NBE had raised how much cash they may hold, to 25 percent of paid-up capital from 10.
What a bureau can and cannot do
The NBE's rules, set out when it issued the first licences (announcement), keep bureaus to a narrow job:
- Cash only. They buy and sell banknotes of major currencies, on the spot. No transfers, and no letters of credit or other trade payments - those stay with the banks.
- Buying from you: up to 10,000 US dollars without a customs declaration, more if you have one.
- Selling to you: to travellers with travel documents - up to 5,000 dollars for personal travel, 10,000 for business travel.
- Posted rates. They must display their buying and selling rates prominently.
- A receipt for every transaction, which you are entitled to.
Bureau rates against bank rates
Each bureau sets its own rates and posts them at the counter. ET-Forex does not collect bureau rates yet, so the useful comparison is against the banks, which it does. On 26 October 2026 the best bank pays 164.52 birr for a dollar in cash, at Buna Bank, and the cheapest charges 164.10, at Dashen Bank. Check a bureau's board against the bank rates, and ask whether any fee applies on top, before you hand over cash.
Answers
Forex bureau questions
Are forex bureaus legal in Ethiopia?
Licensed ones are. Since September 2024 the National Bank of Ethiopia has licensed independent, non-bank foreign exchange bureaus under Foreign Exchange Directive FXD/01/2024. They are authorised dealers like the banks, supervised by the NBE. Changing money with anyone who is neither a bank nor a licensed bureau remains illegal.
How many licensed forex bureaus are there in Ethiopia?
The National Bank of Ethiopia's register lists 15 independent forex bureaus, 12 of them marked operational, as of 26 October 2026. The newest licences were issued in February and May 2026. The full list, with licence numbers and phone numbers, is on this page.
How much can I exchange at a forex bureau in Ethiopia?
Under the NBE's rules a bureau can buy up to 10,000 US dollars in cash from you without a customs declaration, and more if you have one. It can sell cash to travellers who show travel documents: up to 5,000 dollars for personal travel and up to 10,000 for business travel. Bureaus deal only in cash notes and only on the spot.
Do forex bureaus give a better rate than banks?
It depends on the bureau and the day: bureaus set their own rates and must post them at the counter. Compare that board with the banks before you exchange, and ask whether any fee applies. On 26 October 2026 the best bank pays 164.52 birr for a dollar in cash, at Buna Bank.
Should I get a receipt from a forex bureau?
Yes. The NBE's rules entitle you to a receipt for every cash transaction at a licensed bureau. A receipt is also what separates a licensed exchange from a street deal, which offers no recourse at all.
